Hmm, first one too generic. Not 'Web 2.0' web looking.
I like the second better.
mmm in my subjective opinion, the second one looks like a free wordpress template, and the first one looks cluttered, but more authoritative.

Not for people who will never use the site to decide. Do a user test.
You may find such things as the default search option is not what users want. And that they often get frustrated by a title or body search -- they want both. Either/or is expected as an advanced search option. And that the users may not have the vision of a young web designer -- so add a prominent text size control (Yes I know the browser buries this somewhere -- a lot of users don't).
A user test is not an option for a newspaper site. Conduct a user test.

I agree with createdevelop .... While the first one (texarkana) looks a little older, it does have a lot more content/sections, and looks less like a wordpress template than the 2nd one.

I believe that the 2nd one is a modified wordpress theme.. I actually used the same one for a test project about a year ago.
