As PageRank is wholly dependent on inbound links (IBLs), increasing PR requires the acquisition of more IBLs.

You might begin at Link Building 101 - The Basics.

Thanks for clarifying the difference between PageRank (PR) and the rank position of a page on Google. What is the main factor when a less PR page out ranks a higher PR page on Google. Is it CONTENT?

Content and PageRank are but 2 of over 200 factors incorporated into the SERP Rank algorithm. One that is held to be of particularly high import is the Link Profile, which is recently discussed here at http://www.webproworld.com/webmaster...On-Google-Rank .

It would be relevance of the links, imo. PageRank is simply a metric that expresses link popularity in a number, but other factors such as anchor text are powerful. If you have a site where all else is equal, the site with the higher PR will certainly be higher in the SERPs, but sites and links to them are not created equally. Hope that helps.
