All you need to do is upload them and create links to the files. Put a note saying to right-click the link and choose 'save as' , which will open a window for the user to save to their desktop.

Actually, in defense of Ralyn (who you may note is identified as a Newbie in the Forum), I have seen this question many times in the past - many people who have created websites don't realize that the steps to creating a downloadable file are the same as creating a link to another webpage.
