Search on Google "websites with PR 10" and you will find article having list of websites with PR 10. So there are websites having PR 10 but few.

Even Facebook doesn't have the page rank of 10 its current PR is 9, similarly Google also has the page rank of 9. So its quite obvious that very few websites ( i mean rare) gets PR 10.
