If so, how long do penalties last for nowadays? (A couple of years ago, I used to find that title tag changes were penalised for 4-5 months but would then rank OK.)

I am considering changing the title tag for the Home page of a client's site but don't want to risk long-term/permanent penalties for them.

I would like to know what the risks are for:

1 Rearranging keyphrase order in the title tag and H1 - moving the second 3-word phrase to the beginning

OR

2 Adding a new keyword into the title tag
