finding link partners..

Does anyone have any recommendations for software that makes finding link partners easier?
I have Web CEO but haven't yet tried their link finder.

and I'd prefer one-way links, but those seem much harder to come by..

link2me is the best one I've found, it's actually active, and gives you manual link exchnage via category and with PR preview before the exchange etc.
