Let's say I'm promoting my site with link building (keywords refer to URLs).
I've group of keywords. Each keywords group has semantic relation:
For example:
Keywords Group 1:
Affordable Boongie services
Boongie services in LA
Cheap Boongie accessories
Keywords Group 2:
Affordable Chikaka services
Chikaka services in LA
Cheap chikaka accessories
Do you think it's good Idea to assign a page for each keywords group (one page for each keywords group)?
Maybe I need to create a page for each phrase (one page for each phrase)?
What do you think? How would you promote that site (what about the homepage).
P.S
Assume you have full control of the site and you can edit and add new pages.

I'd assign a new page for each promo your doing with it's own set of keywords, phrases and information.
Home page or better yet "landing page" for adwords or whatever your advertising or linking from. It's best to show them the page with the actual product on it.

Assuming that "Boongie" and "Chikaka" services and accessories are sufficiently well differentiated, so that duplicate content will be avoided, this option would be a good one.
Maybe I need to create a page for each phrase (one page for each phrase)?
Not only would this entail unnecessary extra work, but care would need be given so as to avoid duplicate content.
Never slice the pie thinner than it need be.
How would you promote that site (what about the homepage).
1) Have the home page carry direct links to each of the sub-categorical pages;
2) Use "nofollow" on such links;
3) Have direct links from each of the sub-categorical pages to the home page; and ,
4) Do allow these latter links to be followed.
In this manner, PR accrued by the sub-categorical pages will flow to the home page, while it in turn keep such for its own.

I agree with most of the things you had said.
Regarding to the "nofollow" links - I disagree with you
It's highly important to follow from the homepage to the internal pages (sub-categories).
Google refers the home page as the root of the site and Google won't reach or estimate internal pages which being linked from homepage with nofollow.
However, I would be glad to here more segmentation suggestions.

I cant understand why it would be suggested to have nofollow links on the homepage to other pages in the site?
unless your relying on google using only your sitemap to navigate your site...?

Indexing and PR flow are two distinctly different things.
Each page is indexed without regard to follow/nofollow; i.e., each stands as an entity in its own right. Follow/nofollow deals solely with the distribution of PR.
Therefore, if you wish to promote the home page over the internal pages, you must have the internal pages pass PR to the home page, but not the reverse.
