Which is better for the link to another website?
1 link to an outgoing website on 1 page in your links section.
or
l link to an outgoing website on every page of your website.
I have a small problem with one of my links. He wants his link on every page on my website as compared to having 1 link in my links directory. He said that this will give him a higher PR ranking if he is on every page. All of my pages have a PR4 or PR5 ranking.

Every link to a page is counted by Google for PR with no reference to domain or site. The only consideration is the PR of the linking page and the number of outgoing links on the page.
From the perspective of the site you are Linking to a link from every page is good for him.
The question is will he do the same for you?
However from the standpoint of the site linking out the few outbound links to a site (unless it is an authority site) the better.

That does make sense.
Unfortunately, there would be no advantage for me to do that since he has only 2 websites linking to me with a PR4 rating with 1 link each and I have over 100 pages with a PR4 or higher.
Okay, another situation.
Let's say that we had links from all of our pages to his website. Then we changed it from all of the pages to a link page with only 2 links. Could this cause his PR rank to drop?

Last 2 questions:
Does it make a difference where an outgoing link is located on a website for page rank? For example: At the top or bottom of a webpage. Will the top links be more relevant and have more weight than the bottom links? Especially, if you have 100 links on a page.

1. Google should not punish you for this.
2. If you put it on the top of the page, the actual pages content might weigh less. So, keep it on the bottom of the page.
Coming back to the original question of one link or a link on each page:
I have a strong feeling that one link or many links from the same website are treated alike only. There should not be a much difference as far as the SERP's or PR.
Google and Yahoo have definite plans to identify the links from the same neighbourhood (i.e, from the same company) and lessen their importance. I am not sure where i read this from, but should be from one of the posts from Garette French here (on WPW) on Search Engine Inside reports.
My suggestion is:
1. Keep these links on the homepage. Having a link from the home page should have more weight when compared to having the same link in all pages.
2. Try linking from inside the content pages ( as a reference or a further reading) that are more relavant.
This should pay you off with better results.
