I'm just wondering, how long does it take to get PageRank and how can we get a higher PageRank?

It depends. I would say that one factor that could help you increase your PR is link building. I would not really worry about PR only; as you can have a PR of 1 and rank well for a specific keyword anyways.
There are a lot of Ranking Factors and PR is not the only one.

What he said! Google PR does paly a part especially in highly competitive markets but first concentrate on all other seo factors!
Gaining PR is a matter of gaining "quality" links to your site / page. Lots of good methods to gain the best link types which are one way links. If you have some very high quality information (not sales hype!) then submit that page to places like reddit, digg...etc. If the stuff is good, you will find other webmasters, bloggers, social network subscribers and others placing links to you on their pages.
