First of all, I hope this is the appropriate forum to post my question.

I see many people here with a lot of knowledge about social network sites. Do you have an idea what programs are they using to build those websites and how much it would cost to do it?

Also, where can I find a list with website similar to myspace.com or facebook.com?

Bottom up:

First, take a look at the code of the sites in FireBug (http://www.getfirebug.com/). Then, if you see calls to php or asp files with names like "tagcloud", Google: tagcloud.php (asp).
Top down: Facebox 1.1 (http://famspam.com/facebox) or

Search for "Social Network software" or variations thereoff.

If you're new to web development, then try checking out something like Ning. Create your own social network for anything. (http://www.ning.com/) They offer what you're looking for in a nutshell. These are suitable for smaller sized networks without much web dev skills needed.

now for more advanced...millions of users.

The real heavy sites like Facebook and MySpace were not made using any particular software... Code is code....As for maintenance, these require many many resources - Literally 100's of dedicated servers, all configured and interconnected...research cloud computing.
