I am guessing you are *hiring* an SEO and want to know what to ask?
You want the candidate to show you sites s/he has worked on and have him explain his process. Where/how does he do keyword research? How does he determine the KEI (keyword effectiveness)?
Also, show him a site and ask what he would do to improve its position.

Perhaps you could tell us what the purpose of the questions are. Are they being asked of a prospective employee? Or of an SEO firm by a potential client? Or??? Who is asking the questions and why? And perhaps give us an example of the sort of question that you are looking for. You *do* have our attention. ;)

These answers are far too brief. I want to know much more about a potential employee's method of doing keyword research.

What is off site optimization?
Well, I don't mean to be harsh here, but your answers to these last two questions make it clear that you are not up to speed on SEO. On site optimization refers to a slew of factors including (but not limited to) content, title, heading tags, navigation, alt tags, file names, etc. And off site optimization refers (largely) to obtaining relevant inbound links.

From your answers, I would not hire you. You did not completely answer any single question and simply stating that Google search results is the main factor in internal SEO means that you don't know what internal SEO really is. The post above provided you with the basic answers to that.
I am pretty new to SEO myself but even I can "demonstrate" what my SEO efforts have done for my own site as well as one I am doing free for the experience. I can also "demonstrate" where I have learned various lessons of SEO and applied those lessons.
Another thing I can do is exactly tell anyone asking, how I go about keyword research and the programs I use to do that research. In addition to that, I can "demonstrate" how I would go about finding keywords that will have the best result for a particular page.
The posts above give some good references. I suggest you do what I am going to do and take a good look at those references.

How will you promote your site if its new or old?
Can you boost the traffics of your site in just 1 month?How?
How will you get your site into the top SERP?
And finally, why do you want to have another seo job if you one? if you resigned, what is the reason?

Just kidding with you, good luck with your interview...be prepared for anything...sometimes interviewers ask obscure questions, nothing to do with the subject, but just to psychologically test you and see how you would react in different situations.
If you have qualifications and a portfolio of work, then at the interview, having proved those things already, often they just want to know your personality and see if you would fit in and how you present yourself.
Remember not to swear, burp, smell, growl, cry, punch anyone, beg, lose the power of speech or tell the interviewer that you have recently been granted parole.
Oh one thing interviewers ALWAYS ask is "Why do you want this job"
Now everyone knows that you want the job because you need hard cash to pay the bills, but that is the wrong answer in interview situation. You have to tell them something like that you want the job because you are looking for a new challenge and their company seems like the kind of place that is driven and would be inspiring to work in. Something like that, just dont tell the truth and say that you would rather be at home playing on your Xbox, but the f-ing system dictates that you have to get an f-ing job to put bread in the mouths of your hungry children.
Find as much out about their company as you can, what they sell, or provide and show an interest in that subject, as especially in SEO, the more you know about them, the more likely for them that you will be able improve their business and reach relevant areas with your SEO. They could well ask you about their competitors, as your job will be to outrank them, so check out their competitors too.

Going into a job you don't fully understand will not be any fun and it want last long.
Build your own site and get it making money before you try to go to work as an SEO.

Being there doesn't harm the site rankings. When they get in there, that may be another story.

Tell them it'll take a lot longer and cost a lot more money before they start ranking competitively.
Effective SEO requires a multifaceted effort incorporating both on and off-page optimization.
If they're only looking to build links and post articles in blogs, it'd take a superhuman effort (and divine intervention) to ever outrank their competition and in the long run, probably cost a lot more money.
Focusing solely on one front leaves them subject to the most minute change in SE algorithms, while a multifaceted approach offers some insulation and stability.
Bear in mind that for SEO to be most effective, the changes have to be somewhat stable and sustainable or your traffic will fluctuate radically.

We don't handle these kind of clients. We just tell them we´re not interested in working for clients that aren't willing to go the whole way.
Perhaps with "on-page" optimization you mean visual changes to the website? In that case we usually don't make visual changes to the website. We change the code but it remains visually the same.
In case the site is so bad that visual changes are required, we offer a new design as well. That usually takes care of the problem.

What I mean with on-page optimization is to correct the weaknesses of the site like creating good title, description and create content using targeted keywords but it doesn't mean that you're going change the visual of the sites.
