I'd suggest you read Matt Cutts blog over at Google about paid links. Just about all of them are bad these days-- oh maybe not the directories, but the rest as far as se's go.
ah... I'll agree to disagree ;)
All links are paid for in one way or another... (Creating quality content is time and or hiring a content writer, in hopes that others will find the article / content useful and link to it)
This is really like splitting the proverbial hair... IMO
Besides if your buying links for PR... (Big waste of time!) If however your buying links to get quality traffic to your site so that you can make conversions... (which is what you should be doing) I really don't care what Google says about it... (they don't pay my bills)
