A website advertises widgets. The site is logically designed and clients can select widgets on a static site which will take them to blue_widgets.htm, red_widgets.htm etc. Titles, tags and anchor text is titled and everything is spot on.

He did some research and found a few people search each month for widgets in their area. Would there be any benefit in adding other pages to his sitemap to include urls like: widgets_in_london.htm, widgets_in_birmingham.htm despite the information being the same as on his page: all_our_widgets.htm. Would Google penalise the url for duplication if everything is the same as the area widgets pages except the titles and description?

This sounds a little like Mad Lib Spam (http://www.google.com/search?sourceid=navclient&ie=UTF-8&rls=GGLJ,GGLJ:2006-48,GGLJ:en&q=mad+lib+spam) based on geography.

If the contents will be duplications, then it will be taken as supplemental by google and will be shown only when there are not enough results found by google.

I wish this was true. One of our competitors has pretty much the same content on 100's of its pages and none of the duplicated pages are supplemental. This is an example:
www alivenetwork.com/bandsearch.asp?style=Rock%20and%20Pop
www alivenetwork.com/hirelivemusic/popbands/pop_bands_for_hire_in_staffordshire_stoke_on_trent _derby_nottingham_lincolnshire.asp

Their site has 100's of similar urls all the same content except titles and tags but just with the demographic h1 header.

Only found this today but interesting that it isn't deemed necessary to penalise them.
