Script recommendations for directory site!

Hi, I am looking for a script preferably cgi,that will enable me to

exchange links with other sites
verify return link/banner
have seperate categories
be able to rate it

closest site that I have seen using this script is

http://www.ssan.com .

Any suggestions...I have searched Hi and Low!
