I have a wesbite that is 40-60 pages. They all use one template. I have individual keyword, title and meta tags for each page, none on the template. I enjoyed a number one ranking for quite a while on Google before their change. I'm now optimizing like everyone else. I'm just curious if I should have tags on just the template and not the others... as most of my pages would use similar keywords; or should I leave them as they are? I run a scan on bcentral before submitting my site and it tells me I have no tags. I'm just wondering if they are looking for tags within the template and not finding them. Any ideas? Where is it better to have them? or should I have them in both places? The problem is I will soon be adding more porducts which means another 40 -50 pages. All these pages as well as the existing pages will use the same keywords to attract buyers. I'm trying to optimize without being accused of spamming.

Each page should have some unique content. Some of the stuff makes sense to go in a template, but you want some amount of unique content on each page...

Having separate keywords/keyphrases tailored to specific pages is an advantage because it allows you to legitimately target different keywords/keyphrases - this enhances the chances of someone landing on some page of your website even by entering quite disparate search terms, and if you set up your navigation scheme and content properly you have the opportunity to encourage them to visit other pages once they're there.
