For years I have read, cloaking is bad. Period. but I just read on article on this site that said under extreme circumstances like highly competitive keywords and a dynamic site, cloaking may be a good option. Well my site has both. Not only do I need to rank high in the 4th most competitive set of keywords, but I also have a site based on a perl script that uses a java navigation system, a seo nightmare...
Any ideas or thoughts on what steps I should take please let me know.

Cloaking when done correctly can be very effective and is relatively safe. Note: "When done correctly"! :)
If you are going to be doing SEO work I recommend contacting various SEO firms and get some feedback on your site and perhaps see what they will offer. I recommend ClickSquad (http://www.clicksquad.com/) for online marketing they are very effective and a great company to work with.

I read though that there are a few good scripts that can basicly do everything for you... is it worth it to use them or hire a pro?

I am not fimilar with any of the scripts, however, a script is not tailored to your specific business where as an SEO firm works with the client to design a system that works well for each client. At the same time, check out the scrips if they are inexpesive and what do you you have to loose?
I do know the guys at ClickSquad personally, and they are excellent at what they do. Take a look at the scripts that are out there and give them a call, which ever one you feel suits you best go with.
There is not a one right solution.

The cheapest script I can find is around 250, its pretty personalized but I may look into seo companies as well...

I have tried cloaking scripts made with PHP and they have worked. One of the sites has a Google PageRank of 4/10 and there is nothing but a splash page right now. Also ranks well.. Use it wisely though. Keep your URL a secret if it has a cloak on it so Google people don't ban it when searching these forums.
