Use both if unsure.
Good CSS combined with tables will conform to w3c standards.
CSS has the ability to overcome many of the strict HTML rules and therefore provides the flexibility to do what you want providing you know what you are doing.
I voted for tables but prefer CSS. The poll did not give the option of both, which I would consider is really being black and white. As we all know designing and creating for the web is a grey area as there are that many technologies avialable to produce the look and content.
I have added a poll which provides the three choices.
