Does Frames based Website effect in rankings

I have dessigned my client website in frames without any knowledge of Optimization. Someone mentioned that we cannot promote the frames based website.

Could anyone help me in answering wether the frames based website will effect the rankings in search engines? Do I have to redesign whole website again without frames?

How do i overcome this problem?

indianbug, I would suggest spend some time around and remove the frames. You will be happy long way.
