How Do I start an email mailing list..?

I am starting a business of selling affordabla web sites. How would I go about starting a email list/marketing campaign without having many clients yet or funds for cpc or ppc advertising...? Any help would be very appreciated.. Thanks Jeff.. Co-Owner
