Is URL forwarding and meta tags illegal for google ?

I am a total novice in web design and only want the simplest design to promote my favorite idol.

I got a free forum from invisionfree board and then added a URL forwarding to a new domain name called

www.jordan-chan-siu-chun.com

Would this be rejected by search engines?

I also put some meta keywords and meta tags in the board wrappers. Are these permissible?

Also, should I put the new domain name through the following process ?

http://www.evrsoft.com/fastsubmit/

I apologize for my ignorance and perhaps shouldn't be even doing this but I really would like to do something for my idol.

Any suggestions would be appreciated.
