Does anyone know of a free or low cost shopping cart, cgi or php, that is able to be placed into an existing website. So, not a database driven, or template based, but more of a paste a form into a page for each item in the store, with a buy now button, as the submit on the form. I have to be able to have the source code so i can customize and install on my server. It doesn't even need to have a checkout form, just the cart itself.

I just ran into this right now: http://www.javascriptcart.com/ & thought of you :) It seems to have (um) an open-ended backend system. It might be what you are searching for.

You might want to check into Dansie Shopping Cart. It meets your requirements and one I've had experience with.
