iNeedHits.com, an inclusion agent for AskJeeves.com just sent us a message letting us know of "renewal specials". We have decided to give them a try a few month ago and submitted three URLs. I checked our stats today and apparently we DID NOT GET ONE click from that deal... I just finished writing to them letting them know about what a waste of time money they were to us and asked them to take us off their mailing list.
On the other hand I run one site that has #1 position for two major search phrases on Yahoo! in a multi billion dollar industry segment. We never paid Yahoo! or anyone else for our link inclusion. So my guess is: the relevance and a good ratio of keywords in a header/URL/META tags/body blend, still do the trick.
