The term NEEDS may need to be explaned fully.
But any pc can be turned in to a server with linux.
Min specs I would use
Ram 512MB pc100 or better
Hard drive ATA100 or better with lots of space (allow 10gigs for OS + logs files).
CPU 1Gig or better
If you are looking for a turn key solution find a used IBM Server with linux instaled.

Have you considered going with a managed dedicated box? You avoid any hassles with hardware (since the hardware is the responsibility of your host), as well as the upfront costs of buying the server, configuring it, and shipping it to your colocated provider if they're not local to you.
Also, if it's a small business, why not go with a decent shared hosting package? Chances are, you won't even use 1/10 of the resource of a dedicated server if it's like most small businesses.
Just a couple of thoughts at other angles you may wish to consider.

I'm going with Adam on this one.
You haven't said much on the subject but if you intend to host you ought to have 2 and probably 3 servers. 2 for DNS and one for web, e-mail etc.
If you are are like me, not too sure about what you are doing try e-smith.

This is a preconfigured (within reason) server, based on RedHat. PHP and PERL are available JAVA is not.
I would add 2 things to mushroom's pc lots of fans and a big power supply.
And a big backup battery.
Like I said see Adam's post.

Never say "not too sure about what I am doing". Say "I'm performing an ongoing evaluation of the potential ramifications of my actions." (I love being corporate. :) )

Good points...also the bios/mb will have to configured to power on if the power goes out to long and bat goes dead.
