How can you tell if a site has been banned by Google?
And if it is banned is it possible to get it "un-banned"?

To find whether or not a site has been banned, go to google.com and enter the domain name (i.e., www.domain.com).
If the site is in the index (it knows about it) then it's not banned. If it doesn't know anything about the domain name and it says, "Sorry, no information is available for the URL www.domain.com", click on the "Find web pages that contain the term "www.domain.com" link.
If that shows that the Google knows about the links to the domain (i.e., there are results with that domain name) then there's a good chance it's banned.

Hi- my site is fairly new and has just recently received it's page rank about 2 weeks ago. However, I haven't showed up in the results yet and my domain can only be found sporadically when searching for my url www.loansbykyle.com. It also sporadically shows back links but it does show several other sites that contains my links. Any suggestions? Do I just need to wait longer? Have I been banned?

No you haven't been banned. You have a PR of 4, which is pretty good. If your not ranking well you just need to keep working on inbound links and SEO. Make sure all of the links that you get have the anchor text that you are targeting for your site to be found under. Also since you have a loan related site, it is a very competitive field. Some of the major terms in your field may require thousands of good anchor text links to rank well on. You might want to start with lesser related search terms.

Many times people confuse the terms banned and penalized. IMO a site is banned if all its pages are dropped from the index, and penalized if its rankings are reduced drastically due to some unethical actions on the webmasters part.
A banned site should show no results for the site:url search and a penalized site will show pages indexed with the site:URL search but will not show any links with the link:URL search and will usually have a PR0 on the tool bar.
Sites are banned only for serious transgressions, and IMO it would be easier to start over with a new URL in the case of a ban.
If the site is penalized, it is possible to have the penalty lifted, but it is not a trivial execise.

...and there is also confusion between banned, penalized and just plain and simply rank poorly.

Thanks for the insight and checking out my site. I am currently shooting for the term Oregon mortgage. It gets approximately 600 searches per month right now. Most all of my link partners have at least the term Oregon mortgages. To me this seems like a good place to start. Would you agree?

My experience has been that penalties can be removed if the offending content or coding is removed, but you will have to work at getting the penalty lifted and you will not get it done immediately.
