Hi All
i am looking for a blogging software which can allow users to create blogs on my site, and we can limit users to say 1 Mb space and all
is drupal the right choice

I don't have the experience using the various blogger software out there, but I can point you in the direction of a couple of sites that can be used to evaluate the software with.
The first site is a person who was pretty much where you are right now ... what does each offer? So he created a spreadsheet of the various blogging software and all of their features (or lack of, in some cases)in the Blog Software Breakdown (http://www.asymptomatic.net/blogbreakdown.htm). Also available in an Excel Spreadsheet format (http://www.asymptomatic.net/blogbreakdown.xls).
Of the PHP/MySQL entries in the chart, such as wordpress, they can all be test driven at OpenSourceCMS (http://www.opensourcecms.com/). The site features over 60+ Open Source CMS software installed onsite with access to the adminstrative panels. Each CMS is reloaded every 2 to 3 hours, so don't worry about screwing anything up.

I have only skimmed over some of them, so I cannot answer that question. That is why I left the links for you to click on. The links will take you directly to the opening screen which describes each one. It will tell you how to log into the admin panels or view as a normal user - either/or.
These are fully functional installed working copies with complete admin access. Don't worry about messing them up, because they get reinstalled every two hours.
There are other CMS systems there too, such as portals, forums, ecommerce, etc. Over 60 titles now.
I would add, that these are the base packages. Often there is a large software group behind some of these titles who have written plug-ins (Mods) for them. So if you find something that looks good, but is missing "X" feature -- chances are there is a mod to add that functionality to it. In that case, go to the main website for the chosen software and look for their mods area.

I personally like Word Press (http://wordpress.org/). Very easy to set up and use.

Yep wordpress is pretty darn good. Odds on favorite for sure and has a lot going for it.
MovableType is another software that is very good. It is more popular than wordpress even. But it is not OpenSource. It used to be free up until a couple of months ago, a licensing change.
