Adwords Relevance Needs Improving

I am having a hard time increase my relevance. The keywords are in the TITLE tags, <h1> and are in the main content - but my relevance remains "Poor" resulting in a QS=3. Does anyone have any tips to increase this ??

Relevance is determined by comparing three items:

Keyword/phrase;
Content of landing page; and,
Content of Title & Content of the ad itself.


Also, understand that relevance is but one of three factors incorporated into QS, the other two being CTR, relative to ads of competitors, and load speed of landing page.

I've seen AW listings with a QS of 8-10 drop to 4-6 simply because a competitor bought high spots by way of their max. bids, thus increasing their CTRs and making those of others look poorer by comparison.

Quality Score is all about Click through rate.
