Can I just create a new folder and save the changes without making a child theme?

If you want to edit the TwentyTen theme, I'd copy it into another folder in your themes. Edit the CSS top so it says "TwentyTen - Mine" (or something like that) and switch to your version.
This way you have the original in tact should you mess up. ;)
