I have seen the question asked many times so thought I would share something I just found this on a drop list site. (Not that it's a definitive answer.)
"May 7, 2004 : You may notice that Google is getting better at deleting expired domain Page Rank. Domains in Pending Delete are getting hit a lot more than any others. As of right now, they are running 4 days. What that means is when your domain is 4 days away from expiring... PR will be dropped. In the past, PR restored quickly with a content rich site. This may or may not be the case now."
Have you had any experience or read any other info about expired domains and Google PR?
I wouldn't buy any domain based on Google PR.
There is a scam going on right now where people are selling high ranking domain names (PR 9 and 10)
but as soon as you buy it and google update it's records, PR drops down to 0.
I've tried it myself and I really can boost Google's PR to 10 in less then 2 weeks but it doesn't last ( it stays at 10 until Google's next update which is ususlly just a couple of weeks)

I agree with DeYo, don't waste the money for an expired site with Google PR as PR will not last.
What is good to look out for is expired names in DMOZ and Yahoo (directory), in the case of DMOZ new submissions take forever, and in the case of Yahoo it will save you $299.
You can't beat saving time and money.

Yes - there is another thread where someone said that he found out how the toolbar PR could be falsified in the short-term.
i've had some small success with this. I've aquired a domain thats a PR6 & am working frantically to create more content for it. It's been up for several months now & google seems to be cool with it. However I only paid the normal reg fee, rather than buying it with any markup, so it was only a small gamble, and its a nice domain anyway.

That's right, frk. Capitalize on the PR(while it has one) of the purchased domain. Build relevant content and get back links for it to sustain that PR. When the domain is inactive for a certain period of time(only Google knows how long), PR drops to "0".
There will be no inbetweens, simply back to PR0.
From my experience its easy enough to get the PR back, since the inbound links will still be there (hopefully!). I found that searching for link:www.mydomain.com returned no results for a domain that had been out of use for a year or more, but once the site was back up the PR & backlinks were restored.
