Setting aside the question of whether or not your site qualifies for such, most reputable Registrars and Hosts can provide for such.

I totally despise Godaddy for hosting and registrar, but they do have cheap SSL certs.
OpenSSL and StartSSL are two more.

I know simplehelix has nice SSL certificates (free install + free IP).
And prices are not high.

I prefer GoDaddy SSL. They issue it on the fly so you don't have to wait for it. Also, here is a promo code that should be good till the end of 2011.
promossl - $12.99 single domain standard SSL for the first year.
Hope this helps you out!

I have never tried fatcow, I believe they specialize more in only hosting... After a outlet research, it looks like they use a third party to issue SSL and godaddy issues them directly.. godaddy also gives you the choice to issue the certificate providers name as godaddy or starfield..
In addition to the above, Ssl at fatcow is 59.99 and Ssl say godaddy is 12.99 with the above promo. I wasnt able to locate a promo for fatcow.
