Can someone explain to me the essence of promotion through these social sites.
Is it possible to promote my site/business without personal exposure?
What is the strategy in this promotion?

If you want to do it without personal exposure both Facebook and LinkedIn have PPC style advertising options you could look into.

Personal exposure is not a problem if you just create a fan-page in FB OR profile in linked for your company and keep it professional...

LinkedIn is a site for professionals. It can be a wonderful medium to build your own network and promote your capabilities. People interested in your background, will contact you themselves.

Linkdin is useful to promote your professional. But without share personal info it's not possible to promote on Facebook and Linkdin.

Personal exposure is not a big deal. Professional FB or LinkedIn marketers hide their identity and do promotions of multiple businesses on FB an LinkedIn.

The essence of Facebook and LinkedIn promotion is that you need to create corporate accounts on these sites. Then, encourage as many people as you can to "Like" or connect to your accounts. This will spread the word. Post company's news, related articles, videos, etc. on your Facebook wall.
You might wanna purchase paid ads as NickTyler81 has said. These perform well on social media sites, because of the huge amount of information available about users.

You can do so but it would be more favorable to use your personal details and your company name, your position there etc there as people love to be in touch with genuine people.
Am I right that business accounts or profiles are not free there.
Also what if I want to promote a website, not a business. Is it possible to create a profile for a website?

LinkedIn is mostly used as a career tool, as to Facebook you can use it as a good SEO tool: initially you form a community add people that you know, then find thematic groups and pages and enter them. Update your facebook page on a regular basis. Use applications. And, you can actually buy advertisements on facebook, if your budget allows this - you could go for it.
