After selecting keywords I ended up with eight two word keywords. Theoretically I could use at least three of these two-word keywords as a page title, therefore, I could end up "recycling" some of the keywords in the titles and on the pages, although not necessarily in the same order. Could this be considered a duplicate content. Thank you.

Well if you don't plan using the same three two word keywords why would it be considered a duplicate content?!
I think as in all things relating to SEO the density of keywords in the title is around 5-7%. Don't stick my hand in the fire for this but this is my belief!

Titles and metas should be unique for every page. Period.

I agree with mjtaylor but is there a way to make all the pages have relavent unique titles in dynamic URL's where the only difference is a number/parameter in the string?

I have many many pages with page titles that contain keywords like
1930 Chevrolet parts
1931 Chevrolet parts
1932 Chevrolet parts

My users and google seem to recognise the different topics. Search engines seem to recognise the different subject matter. Despite two of the key words and three of the numbers being the same I have noticed no problems with page name "Duplication" issues.

In my opinion duplicate content is very much to do with the actual content of the page rather than the title or meta tags.
Anyway I would use descriptive titles and meta description as the user might see these in the serps and I think it will get better click throughs if it is more readable.
