I was building up a nice network of high PR blogs...then 2/3 of them were attacked just as you describe.
I couldn't log into my CMS as they'd changed all the passwords. I tried replacing the index page through FTP but no joy.
The only way I got rid of it was to completely delete the sites and start again from scratch! Nasty business...

There is no need to start it again.
I would like to share my experience what I did to get rid of this.
I downloaded all files of my website from FTP and scanned with anti virus software. Then I put my pc for whole scan.I checked all files for crap code(like Iframe script or any other crap script).I saved them all and again scanned with anti virus. When its done,I uploaded all files again through FTP.Then I sent review request to google though webmaster tool, declaring that I have removed malware code/software from my website.Withing 24 hours,My website got free of malware attack and reappeared as it was..
Hope this will help who stuck up with the same problem.

I believe you may try it, but it will not work in all cases.

This is a typical hack attack that is done on CMSs with security hole.
Someone has injected a code in your website that contains malicious code (which is why Google has banned you)
Wordpress or Joomla or Drupal are too secure and loop holes only appear when you add plugins that are not checked for security.
1. Remove all plugins for now else be ready for being attacked again. A hacker checks for its hacked domains again to feel proud. It will keep on hacking till you are secure enough.
2. Install CMS Security plugins (some of them are good and available)
3. Always keep a backup of content. There are some auto-backup plugins in Wordpress and Joomla.
4. If your website is critical... always keep atleast 3 copies of your copy ready which you can switch whenever there is an attack
5. Hire a expert (last resort) to secure your website

Exactly!
and with that being said, you just have to pinpoint the malicious code & remove it,
and then submit your side to Google Webmaster Tools fro reevaluation
most of the time it happens when you have a security hole in the website (mostly if you are running an outdated version of web application software or if its not patched) keep an eye on the latest versions and install the updates as and when required ...
the same theory goes for pluggins
