I am looking to integrate a blog into a website that is in .ASP on a Windows server. I dont believe Wordpress is an option. Does anyone know a blogging platform that works well on a Windows server ?

Take a look at BlogEngine. I use it alongside my AbleCommerce website, which is also a .net platform.
The website is www(.)dotnetblogengine (.) net/

wordpress also runs on a windows server with php enabled, but with hiccups.

I agree 100% with kwikstand.
BlogEngine.net is the best blog system for Windows in my opinion.
Now, you CAN get wordpress to install and run on Windows Servers... Check out the Microsoft Web Platform Installer... It will install and configure Wordpress for you, it does the same for blogengine.net.
I use blogengine.net a lot. It is my personal blog, http://www.timmathews.com and the TopSEO.net blog, http://www.topseo.net/blog
Check them out. There are a TON of free templates for blog engine and they are easily modified to put in adsense if you so choose.
