- Local refers to links from sites in a specific neighborhood while global link popularity doesn't discriminate and counts all links from any site on the web.

So now we have two possibilities for 'local.'
1. Site.
2. links from sites in a specific neighborhood.
Easily, they could both be correct but I find #2 highly doubtful. We are referring to links, and I don't see the value in collating inbound links from my geographical 'neighborhood' (urban), and rather hold little expectation that my competitors will link to me (web). So I'm going with #1.
To expand on @williamc: How our site looks at itself is collated into local link popularity, and how other sites look at our site is collated into global link popularity.

It appears the OP is a rip or repeat of the same cited thread. Puts the status of this thread in question, but I would love to know the correct answer to the OP, all the same.

The only times I have heard the term used in over a decade by anyone I would consider 'in the know' was simply page vs site. Quite simply put, links to a 'page' give that page it's own link pop (local), global link popularity, quite simply is an aggregate of all links to the site. When have I heard the term used the way the bot used it? Well, let me just say link monkeys who really do not know anything except how to spam for links....
