It may help to list what operating system you are using.
I found these instructions for Vista, I'm sure instructions for other versions of Windows will be similar.
You can adjust how long your computer will wait before sleeping, hibernating or turning off. You need to change the settings of power-saving mode:
Open Power Options by clicking the Start button , clicking Control Panel, clicking System and Maintenance, and then clicking Power Options.
On the Select a power plan page, click Change plan settings under the selected plan.
On the Change settings for the plan page, click Change advanced power settings.
On the Advanced settings tab, expand Sleep, expand Sleep after, and then do one of the following:
If you are using a mobile PC, click On battery or Plugged in (or both), click the arrow, and then click Never.
If you are using a desktop computer, click Setting, click the arrow, and then click Never.
Expand Hibernate after, and then do one of the following:
If you are using a mobile PC, click On battery or Plugged in (or both), click the arrow, and then click Never.
If you are using a desktop computer, click Setting, click the arrow, and then click Never.
If you also want the display to stay turned on, expand Display, expand Turn off display after, and then do one of the following:
If you are using a mobile PC, click On battery or Plugged in (or both), click the arrow, and then click Never.
If you are using a desktop computer, click Setting, click the arrow, and then click Never.
Click OK, and then click Save changes.
Dear Alice_Ink,
Thank you so much, I am asking for my PIV processor with Windows XP operating system configured PC.
Please suggest if you have some additional advice for such configuration.
Thanks!

Check your BIOS settings for power saving.
The information you give is very poor.
Is your problem new or is it since your using this computer? Did you change anything before the problem appeared?

Looks as if your computer is not powered up at all and the monitor tells you the message - On Power Saving Mode.
When you start the computer look for activity from the fan behind the computer. Press Caps Lock in the keyboard and check if the LED for caps lock is lit.
The above mentioned check tells you if your computer is powering up.

If your problem is resolved, you should let us know.
If not, given that you've provided us with very little in the way of specifics, and that there are several possible causes of such behavior, the best that can be offered is to suggest that you begin by reading Power Management in Windows XP (http://www.microsoft.com/windowsxp/using/setup/learnmore/russel_02march25.mspx).
