New food related web site::: Are there good free templates?

For a friend I make a two page (one in Norwegian and the other in Italian) food related site.

It will get it's own .no domain when the registration is OK. (No registration of the first site takes time).

I have made this Italia's mathjerte fast Norwegian page by manipulating a DreamWeaver template.

That is not a perfect solution and I know that there are a lot of general CSS templates. I have seen great food related sites like: http://robgoodlatte.com/ (I like that).

Questions:

1. Does anybody know of some good CSS templates that are easier and better than the above DreamWeaver template?
2. How fast is it to implement a simple CMS based site where the user can input new pictures and text from an internet cafe.
3. The subject is food.
