How would I set up a php forum and a customized php news form for a home page?

Hi

The first thing I would suggest is looking for a pre-built script. Most are pretty stable and will do the job.
You should start here
For php forums, phpbb and invision board come to mind

Both are pretty easy to set up and install.
The documentation will explain it all

I would highly recommend Invision Power Board (IPB) from www.invisionpower.com

Very affordable at $zero to $199. Te $199 gets you LIFETIME support (via email). They even answer the phone!
They will install it for you for only $50.

I have used it on 2 websites and think it is great.
