PHP drop down menu

Hi all
I'm new in php ...trying to do the following
on my index page
It is search function
I want to have a drop down list (fill from mysql) withe my regestered user names
when i select one user ..the DB send his mail to the index page.
pne more thing ..i have a list with the recent news ..I want to open the selected news on the same page

can any one help plzzzzzzzzz
