Please help! Menu system with popup AND expand??

Hello!

I'm looking for a decent vertical menu system which offers both:
a) a mouseover for sub-elements, and
b) automatic expansion of the currently selected section!

For an example, pls see the left side menu at:
Human Early Learning Partnership (HELP)

Any assistance would be really appreciated!! cheers
