What exactly is a global announcement?

I have recently been making a lot of forums and my newest one, a game help forum, has been pre-installed with a mod for global announcements. It obviously is there for a purpose, so can anybody tell me what that purpose might be?

If you want to put a notice above every forum's listings, that'd be how you do it. They're not used all that often.
