I have seen them all and it has to be the best all around solution.

Mambo and MDPro have some points too.

www.mamboserver.com and the community at www.mamboportal.com
It is a great free open source CMS system with more features that most commercial versions, very profesional looking, and a large community developing new tempaltes, components and modules.
Its worth a try.

Mamboserver is a really good option and the support from the community is excellent too. I've used it on three projects. It was easy to install and configure and the users picked up on it very easily. Of all the open source CMS products I've had any contact with, mamboserver is now the one I recommend first.

I've used Xoops for a number of projects. I found it very user friendly and - after some little learning time - easy to write custom modules for. It's not the fastest on the market but that sacrifice is the cost of it's ease of extensibility.

My 2c is to use any good CMS, customize it with your requirements, implement your template, make sure it's modded to used mod_rewrite to be SEO friendly and you have a perfect CMS :)
