Virtual Panoramic Tours

I have a client who wants to add a virtual panoramic tour of the development he is working on and I am curious to know what is the simplest, cheapest and best way to achieve this. I have heard of EggShell software, but I am curious to know if there are any other alternatives to this.

We've used PhotoVista Panorama - it stitches multiple JPG photos together to create a slick little virtual tour. $50 or $60 to buy?

Is there a plug in to run this. I have tried running it on my local machine and it does not work. Works in the preview mode, but not when I test it in a browser.

Do I need to run it through localhost server?

Any suggestions?
