Filling the entire screen

Is there any way to create a popup window that will fill the user's entire screen? Not just the browser window, the whole screen. I want to make a game in Flash where if they hit the wrong answer the screen will be filled with a shaking graphic. I don't want to have anything on the screen but the graphic for a couple seconds.

As far as I know the only way to fill a screen is by pressing F11 - I'm not sure you can do it without the user's permission in some way - it would be just too intrusive.

There is a Flash-based way to take over the user's entire screen (obnoxious as that behaviour is) but I don't know how.
