Default P3P Problems

I decided to create a p3p compact policy for my site. However, when I try to run it through the w3.org validator I have so many invalids?

Even though the p3p file is on the server, the validator says the file doesn't exist and when I try to open it in IE and I get page cannot be displayed. I believe it has to do with the P3P extension. Server is windows server.
