Default File manager /content manager

Hi! Some new client needs a re-design. But he actually updating by himself with some program named extranet.php. It's look like Geocities file manager, and can edit easely -but basic- any html file. The site is very simple, no active pages, no database, so a CMS is too much, Dreamweaver is too much else... but clients are clients, and have their own reasons -the most important, don't like some much learn and delegate update- ... I can't find this program, I think it's an old matter, but they loved this kind of programs. Anybody can help me??

Let's keep it simple: what shall I use to provide a client to self administration site? something very basic for non training user
