There are quite a few 'free' forums out there, but I configured this one for someone today and it looks quite good:

http://www.discusware.com/

It doesn't have some of the advanced features (like IP logging and banning people) - you have to get the Pro version for that - but it is a neat and functional little package.

I am not that good at PHP yet (by a long shot!), and not all that experienced at perl/cgi, but this looks fantastic, sauldam!!
