Provide email+website+blog to user of the website possible?

Ok i couldn't find where to post my topic so i am posting it here.

I want to provide a community website email etc service to user of my website.
i know http://www.communityarchitect.com/ use to provide such service but they stop accepting application. any other out their who can provide such service
Basically i want any user who register on website with username to get email, subdomain website etc with that username.

I would prefer a cheap possible free service such as above. I know everything cost money but i can get it for free than it would be great
