Default User selectable Style Sheets?

Is there an easy and clean way of allowing this?

e.g. - rather than having 2 separate html pages, one for broadband users and one for modem users... Is there a way giving the user the option of using another (more graphics intensive style sheet) once the default (low graphics version) style sheet has loaded? (NB - I know this can be done through one fo the menus on most browsers, but I want to make it obvious to everyone that they have this option).

as a (not perfect) example:-

I would like to NOT load the background image as default (using a different external style sheet) then give the user the option to use the style sheet that does have the background image...

Thanks.

Thanks for the info.

(I had scanned quickly through this article - but thought it was a little complicated for all that I wanted to do.... :-( But I suppose this is usually the case wheit comes to CSS..)

I will read through it more slowly this time...

Thanks again..
