News script help --& (Snow in Nice-France ! )

Dear All,
I have a small news block on our site. But I would like something that I can have like a "news Link" box on home page and the links to a news block somewhere else.
My requirements are - it should be easy to update, SE friendly, pref not mysql, and "free" - Im on an OJ budget not champagne.
Any Ideas - I thought of a "mini blog" can any one suggest a solution?? The "snow in Nice" - well its so rare for the south of france and on the sea - the french are pranging cars and piling up motorways every where :)
