I know there is a standard hack / mod for this problem.
Have you tried the phpBB.com site?
From a quick search on Google, the following links both look like good solutions.

Better yet. Try Craven de Kere's phpBB SEO Mod. It has 23 points of optimization, including turning of session IDs for Guest Accounts and static URL's.
